Customs and market officers searched stalls for unlicensed foreign radios, medicine and household electronics after a security directorate reported a port-contact risk. Port police treated all unauthorised goods as one category, while local traders distinguished survival imports from speculative hoarding.

The local intermediary was the market supervisor, who warned several long-standing stallholders and closed others. The workaround was to move small goods through crew accommodation and repair vans. It benefited families with port relationships and shifted cost to newer traders, women selling household goods and patients without relatives on ships. A port director wanted visible enforcement; the clinic and harbour authority argued for a list of harmless goods. Political costs and opposition

Residents accepted that security screening existed but objected to being treated as smugglers for buying a radio or medicine. The campaign strengthened the port's habit of using personal trust to decide whether a rule was reasonable, making later enforcement more selective and less transparent.
