The institute withdrew three process-control placements after a security review found that one applicant's uncle had worked abroad. The Merek family, which housed two students, saw one placement restored after an appeal while another student lost a dormitory room. Teachers disagreed over whether the review protected sensitive industry or punished family association. Students circulated handwritten comparisons of scores and recommendations because digital discussion was monitored.

The official rule required a reliability review; the local intermediaries were the institute registrar, school administrator and personnel officer. The workaround was a paper appeal supported by a former instructor. It benefited students with institutional pedigree and cost rural and recently migrated students who lacked a sponsor. The institute's licensed bulletin described a routine allocation correction. Luthere radio treated it as a school matter; families treated it as a mobility decision affecting marriage, migration and household income.

The temporary effects were delayed placements, travel costs and one extra term of study. The institute restored two places and created a review panel with a technical-college representative.
