The official rule treated the failure as a maintenance incident; the local intermediary was a housing clerk who allowed unregistered relatives to enter warmer flats. The practical workaround was shared heat and borrowed heaters, benefiting families with relatives and leaving elderly renters carrying fuel costs. A senior manager blamed a depot, while residents blamed the allocation system that had sent the replacement valve to a protected compound first.
The local station reported repair progress but not the allocation dispute. National television called it an isolated technical fault. Financial consequences included emergency fuel, overtime and damaged household appliances.
