Overview
The ERA is a national-level agency responsible for coordinating and managing large-scale emergency situations across the Republic. It is designed to work with state and local emergency services, supplementing their resources and expertise in a crisis.

Governance
The ERA sits under the Home Department for public-safety policy and works closely with the Department for Health, environmental agencies, the Department of Transport, State Health Offices and state emergency-management offices. It is subject to oversight by a select parliamentary committee focused on national emergencies.
Funding
The ERA is funded through the national budget with additional funds available from emergency allocations. It is also eligible to apply for international grants for disaster management.

Given its role, the ERA coordinates major multi-state or national emergencies rather than replacing state incident command in ordinary disasters. State police, fire and ambulance services remain the first responders and keep their normal operational leads unless national crisis powers are activated. The ERA brings additional resources to bear through rapid-response teams, reserve responders, logistics support, national warnings and mutual-aid coordination.
