Water, Sewerage, Drainage and Waste
Water, drainage and waste services are mainly local or state systems joined by federal quality, river and funding rules. Households experience them as one practical service even when a tap, sewer, drain, flood wall and bin belong to five authorities.
Ownership, regulation and funding
Municipal and regional public utilities serve 63% of residents; state corporations 24%; regulated private or mutual utilities 9%; and treaty, co-operative or direct community systems 4%. Federal law sets drinking-water, effluent, waste and interstate-basin standards. States license abstraction, tariffs and operators. Municipalities collect ordinary waste and maintain most street drainage.
Tariffs fund routine operation. Property rates, state grants and federal infrastructure matches fund drainage, flood control, rural systems and major replacement. Low-income tariffs protect a minimum volume and prohibit disconnection from essential domestic water, leaving utilities to recover arrears through payment plans, property charge or public support.
The sector employs 9.6 million people in treatment, networks, drainage, flood works, collection, sorting, disposal, engineering and regulation. Another 3.1 million work for contractors and material-recovery firms. Sewer electricians, treatment chemists, landfill engineers, refuse drivers and remote operators are persistent shortage occupations.
Capacity and demand
Public and recognised community systems supply 268 billion cubic metres of treated water a year. Households use 38%, industry and power 31%, agriculture through public networks 19% and public or commercial services 12%. Separate irrigation systems withdraw much more but are measured through basin accounts rather than household supply.
Ninety-seven per cent of residents receive treated piped water at home; 93% connect to a sewer or regulated communal treatment system. The remainder use wells, tank delivery, septic systems, local lagoons or seasonal arrangements. Formal coverage does not mean continuous reliability or safe plumbing inside a dwelling.
Waste services collect 1.46 billion tonnes of municipal and comparable commercial material. Forty-one per cent is recycled or prepared for reuse, 21% composted or digested, 16% burned with energy recovery, 19% landfilled and 3% unrecorded, exported or otherwise treated. Construction, mining, agricultural and industrial process waste are much larger and regulated separately.
Reliability and condition
Average network leakage is 19%; old Capital, port and industrial systems exceed 28%, while newer western systems are under 10%. Households experience 7.2 hours of unplanned water interruption a year nationally, from under two hours in high-performing systems to several days in remote and drought-affected districts.
The combined renewal backlog is R$1.12 trillion: R$390 billion water, R$310 billion sewerage, R$250 billion drainage and flood protection, and R$170 billion waste and treatment. Some pipes are older than the Republic. Replacing them requires street closure, property access and coordination with power, telecoms and transport, so utilities repeatedly repair a main that is scheduled for full renewal years later.
Serious drinking-water failures affected 8.4 million residents during the year, mostly through short precautionary notices. Sewage overflow or treatment breach affected 12,800 river or coastal locations. Collection missed at least one scheduled round for 6.2% of households; chronic misses concentrate in remote, dense informal and contractor-transition districts.
Drainage and flood control
States and basin authorities maintain reservoirs, levees, pumps, channels, wetlands and floodways. Municipalities maintain street drainage and local culverts. Private owners remain responsible for property measures unless a scheme or insurance condition provides otherwise. No boundary stops water, so disputes usually concern which authority paid too little upstream or approved development in the wrong place.
About 41 million dwellings face material river, coastal, surface-water or drainage risk after existing defences. Annual flood-protection expenditure is R$286 billion. Fenwick and Waverlynd depend on permanent pumping; the Capital depends on tidal, river and surface-water systems operating together; western dry states depend on detention and flash-flood channels that may be dry for years before one destructive event.
Ordinary process and failure modes
A household reporting a leak contacts the billing utility, which determines whether the fault is in the public main, service connection or private plumbing. Median urgent attendance is four hours; permanent street repair takes twelve days. Where ownership is disputed, temporary isolation or a shared repair may precede the legal answer. Renters can be trapped between landlord, utility and council while water damage grows.
Failures include contamination, pump or power loss, burst mains, sewer blockage, treatment overload, contractor collapse, illegal dumping, fire at a waste site, flood overtopping and control-system error. Emergency water, portable toilets and temporary collection preserve health but produce queues, traffic and waste of their own. Community halls and volunteer delivery are essential in remote outages and cannot become a permanent substitute for capital work.
Regional variation and current disputes
Northern systems face frozen pipes, distance and expensive small plants. Old industrial states face combined sewers, contaminated land and shrinking rate bases. Fast-growth metropolitan states need capacity before developments connect. Dry western states ration aquifers and reuse wastewater. Treaty nations seek authority over source waters and monitoring, not consultation after abstraction is approved.
The principal disputes are the Southmere flood-storage route, Fenwick drainage charges, Glassmere lithium-water permits, Morcant lake pollution, Blackstone mine-water liability and whether waste-exporting cities should pay host communities more. Households want stable bills and reliable collection; operators argue that low visible prices produced the backlog now appearing as bursts, overflows and emergency levies.
