Working life and institutional memory
FAS is treated as a decision aid by its designers and as a political actor by the people who use it. State project officers spend mornings attaching surveys, revised costings and letters from local authorities, then spend afternoons explaining why a high-scoring project has not yet received money. The Funding Allocation Team keeps a human review panel because no model can price a bridge that a state cannot afford to maintain or a road that becomes the only route to a hospital after a flood.
The system's most familiar artefacts are the exception queue, the due-diligence checklist and the post-implementation review that appears long after the ribbon-cutting ceremony. After the national grants review following the Black Road Inquiries, FAS gained whole-life-cost fields, maintenance declarations and a sensitivity flag for politically contested projects. These changes improved auditability while making state submissions slower and more argumentative.
Transport owns FAS, but Finance controls the connected budget rules and state officials supply much of the evidence. The system is praised for making grant decisions traceable and blamed when a formal score appears to override local knowledge. Its persistent problem is not the algorithm alone; it is the uneven quality of the data that states can provide and the temptation to treat a transparent ranking as a neutral answer.
Political costs and opposition
FAS makes grants easier to compare, but it rewards applicants with staff who can measure benefits, model risk and format evidence. Small municipalities, treaty authorities and remote states may lose funding not because their need is lower, but because their data is thinner or their benefits arrive over a longer period. A transparent score can therefore reproduce the advantage of well-resourced applicants while appearing impartial.
States and departments seek overrides for politically urgent projects; Finance and auditors fear that exceptions will recreate the opaque bargaining FAS was designed to limit. The compromise is a documented human override, maintenance and equity fields, sensitivity testing and a published reason for departure from the score. These safeguards make the system slower and leave officials accountable for choices that an algorithm might have hidden.
