Oskana Treaty Community, Morcant

Oskana is a treaty-administered lake community whose authority covers a compact town, four shoreline villages, fishing grounds and urban members living elsewhere.

Thirty per cent of residents are under 18; 46% of households use Oskana and the common public language regularly. Nine districts elect a twenty-seven-member Community Assembly. The Lake Stewardship List holds 12 seats, Renewal 9, Family and Faith 4 and independents 2. Federal voting in the surrounding district was Northern Treaty and Services 36%, Labour 22%, Civic 18%, Resource Justice 14% and others 10%.

The workforce is 136,000 and unemployment 7.2%. The Community Authority employs 18,000, fisheries and processing 21,000, Morcant Lake Transport 9,000 and schools and health 15,000. Median full-time pay is R$43,100 and household disposable income R$68,900. Rent is R$920, home price R$210,000, heating R$3,640 and transport R$470 because ferry and vehicle costs are high.

Revenue is R$3.8bn, expenditure R$4.0bn, debt R$1.6bn and backlog R$2.4bn. The community operates 380 school sites, a 640-bed hospital and seventeen clinics. Ferries run every thirty minutes on the main shore and twice daily to outer villages. Annual freight is 8.6 million tonnes, mainly food, fuel, fish and building materials. Lake contamination and shoreline erosion affect fishing and water treatment.

Chief Convenor Mira Oskan, Fishers Council leader Toma Lake and youth language organiser Ari Nema are leading civic actors. Oskana Lake News publishes in both principal languages. Disputes concern a federal navigation channel, allocation of fish quota between community and outside boats, and whether a polluted inlet may reopen before independent testing is complete.
